Ships Under Flag of convenience.
As newly built ships are fully automated they require less crew to operate them. But this makes many seaman to loss jobs. A modern ship can sail a long voyage with just 9 officers and crew. Although the IMO requirement for manning a ship requires a minimum level of officers and crew.This allows the ship operators to gain from the crew salary.
Those ships which are manned with 20 - 30 crew members mostly go for the Flag of convenience registration. A ship owner go for these kind of port registery only to save taxes from his own country. Can pay low salary to seaman and can controll them as for the owner's will. Many flag of convenince countres have their own collective agreement but they are not available for the seaman to read.
These kind of registered ships mostly run between third world countries where port authorities are not strict and no assistance for the seaman from the consular officers of the flag registed country. If there is any salary, payment or labour disputes aries then the seaman must pre arrange it with ITF inspectors or like wise unions.
If you as a seaman want to join a ship under the flag of convenience must get jobs through good trusted shipping agencies. Some crew recruiting agents used to lie about the shipping company and the the nature of ship and where it operates. Many merchant marine officers and crew members worked for months in some ships under bad conditions and came back home with out any wages.
